On March 9, 2013, the Leading Group for the Promotion of the Tibet Zhongtian Tongyuan Warmth Project was officially established in Shigatse City. The leader was Zhaxi Wangdui, Deputy Secretary of the Municipal Party Committee and Executive Vice Mayor. The deputy leaders were Liu Baichuan, Director of the Municipal Housing and Urban Rural Development Bureau, Zhasang, Director of the Municipal Development and Reform Commission, Pan Xiaobin, Director of the Municipal Human Resources and Social Security Bureau, Zhai Jiwei, Deputy Director of the Commerce Bureau, and Zhaxi Ciren, Deputy Minister of the Municipal Propaganda Department.

On May 10th, the Ministry of Industry and Information Technology issued the "Guiding Opinions on Promoting the Healthy Development of the Solar Water Heater Industry" (referred to as the "Opinions"). The main goal of the Opinions is to improve the concentration ratio of the industry. By 2015, three leading enterprises with an annual production and sales of more than 5 million square meters (2.5 million units) will be cultivated, and more than five enterprises with an annual production and sales of more than 2 million square meters (1 million units) will be cultivated. The top 10 enterprises in the industry will account for more than 45% of the total production and sales of the industry, and gradually increase the brand influence of leading backbone enterprises.
