On May 10th, the Ministry of Industry and Information Technology issued the "Guiding Opinions on Promoting the Healthy Development of the Solar Water Heater Industry" (referred to as the "Opinions"). The main goal of the Opinions is to improve the concentration ratio of the industry. By 2015, three leading enterprises with an annual production and sales of more than 5 million square meters (2.5 million units) will be cultivated, and more than five enterprises with an annual production and sales of more than 2 million square meters (1 million units) will be cultivated. The top 10 enterprises in the industry will account for more than 45% of the total production and sales of the industry, and gradually increase the brand influence of leading backbone enterprises.
The Opinion requires that the goal of optimizing and upgrading the solar water heater industry be combined, and the comparative advantages of existing industrial concentration areas such as Shandong, Jiangsu, Zhejiang, and Beijing should be utilized. Emphasis should be placed on the coordination and unity of production layout and market demand, and industrial layout should be comprehensively planned to promote orderly industrial transfer; Further enhance the development level of the solar water heater industry in areas with good industrial foundations, with backbone enterprises as the leaders, improve the supporting industry chain of solar water heaters, and fully leverage the advantages of industrial clusters in scale effect, upstream and downstream support, and talent gathering.
Support leading enterprises to divide labor and layout according to different links of the industrial chain between regions, establish production bases in areas with stable market demand and sufficient sunshine conditions, promote coordinated industrial development in the eastern, central, and western regions, and form an industrial layout with distinct characteristics, division of labor cooperation, complementary advantages, and common development. "The Ministry of Industry and Information Technology stated.
In response to the current problems of insufficient R&D investment, single product structure, and serious homogenization in solar energy enterprises, the Opinion proposes to establish a sound industrial innovation system with enterprises as the main body, market orientation, and a combination of industry, academia, research, and application in the solar water heater industry, fully utilizing relevant policies to accelerate independent innovation and the special funds for renewable energy building applications arranged by the central government, Guide enterprises to increase their independent innovation efforts in core technologies. Support the industrialization of technological achievements with significant intellectual property rights, technological demonstration and promotion effects, and good market development prospects, "said a person from the Ministry of Industry and Information Technology.
The Ministry of Industry and Information Technology also stated that it should encourage solar water heater production enterprises with strong research and development capabilities and core component production capabilities to apply for national and provincial high-tech enterprises and national technological innovation demonstration enterprises; Fully leverage the guiding role of financial funds such as special funds for the development of small and medium-sized enterprises, and support the construction of public service platforms for technological innovation, research and development design, and inspection and testing in the qualified solar water heater industry; Utilize special funds for industrial revitalization and technological transformation to guide enterprises to increase their efforts in technological transformation of equipment updates, quality improvement, variety optimization, energy conservation and emission reduction projects, improve the technical equipment level of solar water heater production enterprises, encourage equipment enterprises and users to jointly develop major technical equipment, and encourage technical service institutions to improve product quality control and technical evaluation capabilities.
In order to improve the regulation of the solar energy market, the Ministry of Industry and Information Technology has included solar water heaters in the scope of special spot checks for national supervision of product quality, increased the investigation and punishment of counterfeit and inferior solar water heater production and sales enterprises, effectively safeguarding the legitimate rights and interests of enterprises, and creating a healthy and orderly market competition environment.
