According to the "12th Five Year Plan" for the Development of the Solar Photovoltaic Industry (hereinafter referred to as the "Plan") released by the Ministry of Electrical Engineering and Information Technology of China News Network on February 24th, China will support key photovoltaic enterprises to become better and stronger during the 12th Five Year Plan, striving to achieve 50000 tons of polysilicon leading enterprises and 10000 tons of backbone enterprises by 2015. The cost of photovoltaic modules will decrease to 7000 yuan/kilowatt hour, and the cost of power generation will decrease to 0.8 yuan/kilowatt hour.
The Plan sets the development goals for the solar photovoltaic industry during the 12th Five Year Plan period from four aspects.
The economic goal is to maintain stable and rapid growth in the photovoltaic industry during the 12th Five Year Plan period, with products such as polycrystalline silicon and solar cells meeting the installed capacity requirements determined by the national renewable energy development plan, while actively meeting the development needs of the international market. Support backbone enterprises to become better and stronger, with the formation of leading polysilicon enterprises reaching 50000 tons and backbone enterprises reaching 10000 tons by 2015; The leading solar cell enterprises have reached the level of 5GW, and the backbone enterprises have reached the level of GW; 1 photovoltaic enterprise with annual sales revenue exceeding 100 billion yuan, 3-5 photovoltaic enterprises with annual sales revenue exceeding 50 billion yuan; 3-4 photovoltaic specialized equipment enterprises with annual sales revenue exceeding 1 billion yuan.
The technical goal is to achieve synchronous improvement in the industrial scale, product quality, and environmental protection level of polycrystalline silicon production. The recovery and utilization rates of tetrachloride, hydrogen chloride, and hydrogen in the reduction tail gas shall not be less than 98.5%, 99%, and 99%, and the average comprehensive power consumption shall be less than 120 kWh/kg by 2015. The industrial conversion efficiency of monocrystalline silicon batteries has reached 21%, polycrystalline silicon batteries have reached 19%, and amorphous silicon thin film batteries have reached 12%. The industrialization of new thin film solar cells has been achieved. The localization rate of photovoltaic cell production equipment and auxiliary materials has reached 80%, mastering key technologies for photovoltaic grid connection, energy storage equipment production, and system integration.
The innovation goal is to significantly enhance the innovation capability of enterprises by 2015, and to emerge a group of brand enterprises with advanced core technologies, mastering key technologies and production processes in the photovoltaic industry. The conversion rate of technological achievements has significantly increased, the construction of standard systems has gradually improved, and the international influence has greatly increased. Make full use of the existing foundation to establish a State Key Laboratory and testing platform for photovoltaic industry.
The cost target for photovoltaic power generation is: by 2015, the cost of photovoltaic modules will decrease to 7000 yuan/kilowatt, the cost of photovoltaic systems will decrease to 13000 yuan/kilowatt, and the cost of power generation will decrease to 0.8 yuan/kilowatt hour. Photovoltaic power generation has certain economic competitiveness; By 2020, the cost of photovoltaic modules will decrease to 5000 yuan/kilowatt, the cost of photovoltaic systems will decrease to 10000 yuan/kilowatt, and the cost of power generation will decrease to 0.6 yuan/kilowatt hour, achieving effective competition in major electricity markets.
